The carbon offset program that I like the best basically goes around to lower income areas and for free will retrofit the heating systems, and fix insulation in them so that people's lives are improves as well as offsetting carbon emissions because of reduced heating needs. There's no shortage of projects like that which can be done while we figure out what an actual proper solution is.
